Newark Criminal History Records
Newark criminal history records are held by the Newark Police Department, the University of Delaware Police, and State Police Troop 2 right off LaGrange Avenue. Court files run through the Superior Court of Delaware in Wilmington and the Court of Common Pleas. For a full statewide rap sheet, Newark residents go to SBI North at Troop 2 for fingerprinting. This page covers where to file a Newark criminal history request, who to call, and what each office keeps on file.
Newark Records Overview
Newark Police Criminal History Records
The Newark Police Department handles all police reports, arrests, and incident files inside the city of Newark. That covers the downtown area, the streets around Main Street, and the blocks near the University of Delaware campus. The lead-in source for the image below is the official Newark PD Records Unit page, which spells out the request steps in plain terms.

That Records Unit page lists the contact info and the forms for copies of reports. A typical request asks for the subject's name, date of birth, and the date of the event. Fees apply for copies. Reports tied to open cases are held back until the case wraps. Newark PD works with New Castle County Police and the Delaware State Police on major cases, so a single Newark criminal history file may end up shared across more than one agency.
The University of Delaware Police Department runs joint patrols with Newark PD. UDPD keeps its own logs for campus events, but major cases get reported through Newark PD too. That shared system means a Newark criminal history pull may show up in both files. Students or staff asking about campus incidents can call either desk.
Note: Newark arrestees are booked at Howard R. Young Correctional Institution in Wilmington, not at a Newark city jail. Newark PD does not run an overnight holding site.
Troop 2 SBI Criminal History Prints
Newark is home to State Police Troop 2 at 100 LaGrange Avenue, Newark, DE 19702. Troop 2 is the north SBI desk and serves the entire Wilmington and Newark area. Appointments are required. Call the Appointment Help Line at 1-800-464-4357 or 302-739-2528 to book. Walk-ins are not accepted. Arrive on time and check in at reception no later than your slot.
A certified SBI criminal history report pulls from every police agency, every court, and the jail system. That makes it the go-to document for a full Newark criminal history pull. Prints run through IdentoGO. Results are not returned that same day. The report comes back in a few business days and is sent to the requesting agency or to the home address on file.
Payment options:
- Cash
- Credit or debit card
- Certified check or money order
- Company check made out to Delaware State Police
Personal checks are not accepted. Bring a photo ID and the service code from the agency that asked for the check. Common service codes at Troop 2 cover personal history reports, permit-to-purchase checks, volunteer fire service checks, and expungement applications.
Note: Fingerprints done out of state cost more to process. Out-of-state prints add a fee on top of the standard SBI cost and the results can take up to 4 weeks.
University of Delaware Background Check
The University of Delaware runs its own Criminal Background Check program for students in field placement work such as nursing, education, and social work. The Office of Clinical Studies manages these checks. The lead-in source for the image below is the UD OCS background check info page, which covers the full process from start to finish.

Students use IdentoGO Service Code 27S2HF for the UD CBC. The fee is $38, paid by credit card, debit card, or money order. The print site is near the campus. Out-of-state students pay an extra $39.95 for remote processing. Results go straight to the Office of Clinical Studies. Students who want their own copy file a Copy form and wait 5 business days.
This program is run for field placement needs, not for general Newark criminal history pulls. Any Newark resident not tied to a UD field placement goes to Troop 2 instead. The two services use the same statewide SBI backbone but the paperwork path is different. UD students get a faster turnaround because the OCS has a direct line to SBI.
Newark Criminal History Court Files
Felony cases from Newark are heard at the Superior Court of Delaware for New Castle County in Wilmington. The court sits at the Leonard L. Williams Justice Center, 500 N. King Street, Wilmington, DE 19801. Phone is (302) 255-0800. Public counter hours run Monday through Friday, 8:30 AM to 4:30 PM.
The court file is the long form of the Newark criminal history for any given case. It holds the indictment, motions, plea paperwork, and sentencing order. The Prothonotary's Office at the Justice Center manages record requests. The court's public terminals let you pull case data from CourtConnect. You can also run a CourtConnect search from home.
Misdemeanor cases from Newark go to the Court of Common Pleas, also in Wilmington. The Court of Common Pleas runs out of the same building as Superior Court and also handles first-appearance hearings for some felony matters. The Delaware Courts homepage has links to each court and its case-type rules.
Juvenile cases from Newark run through Family Court for New Castle County, which also sits in the Justice Center. Juvenile files are sealed under Delaware law. They are not part of the public Newark criminal history record. Family Court also handles custody, support, and protection orders.
Newark Arrest and Jail Records
Newark arrestees are booked at Howard R. Young Correctional Institution in Wilmington. The facility runs under the Delaware Department of Correction. Booking records, charges, and custody status for any Newark arrest feed into the DOC system. The DOC inmate locator tool is the public-facing search point.
Victim alerts run through VINE. Families and victims can sign up to get notices about custody changes, court dates, and release events.
Clearing a Newark Criminal History
Newark police and court records sit under the Delaware Freedom of Information Act at Title 29, Chapter 100. Public bodies respond within 15 business days. Fees can apply for searches and copies. Juvenile files, sealed cases, and open investigation files are not public.
Expungement of a Newark criminal history falls under Title 11, Chapter 43, Subchapter VII. Section 4373 covers mandatory expungement. Section 4374 covers discretionary expungement. The application goes through SBI and carries a filing fee.
The Clean Slate Act kicked in on August 1, 2024. That law automatically clears some convictions after a set period. Drug possession drops off after 5 years. Some other drug offenses drop off after 10 years. Serious felonies, DUIs, and sex offenses do not get the auto track. The Delaware Sex Offender Central Registry is public and can be searched by name, address, city, or zip. Newark residents can sign up for email alerts tied to their zip code. The official City of Newark site has general city info though this domain can be slow to load at times.
